You can safely inspect the brackets and welds with a flashlight, and you can safely support a dragging gate leaf with a block while you wait for service. You should not attempt to grind and re-weld a structural bracket on a powered gate. A weld that looks solid but lacks penetration will fail suddenly under load, and a gate leaf falling or swinging unexpectedly can injure whoever is under it.
